Self Sufficiency Fund - Program Overview

The Self Sufficiency Fund provides training grants for industry recognized certificates and credentials that lead to permanent full-time employment.

Customers

The Self Sufficiency Fund program assists adult recipients of Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) benefits, and individuals earning less than $37,000 annually with a dependent child (custodial or noncustodial) or an individual at risk of becoming dependent on public assistance.

Partnering with local community or technical colleges or Community-based organizations 501(c)(3), Texas Engineering Extension Services (TEEX) or trade unions can apply to TWC for funding.

About the Program

  • Training must lead to an acceptable industry-recognized certificate or credential
  • Training must be provided within the Governor’s six targeted industry clusters: Advanced Technologies and Manufacturing, Aerospace and Defense, Biotechnology and Life Science, Information and Computer Technology, Petroleum Refining and Chemical Products and Energy
  • Training must focus on core, ancillary or support occupations that establishes a career path toward higher-level occupations
  • Applicants may receive up to $500,000 for projects
  • Target cost is $2100 per trainee
  • Funding may include tuition, training materials, certification fees, books and consumable supplies
  • Typical contract training period is up to 12 months
  • Letters of support from local businesses are required to indicate job-skills training offered in the project
  • Job placement for participants may be with any employer
  • Strong collaboration with the Workforce Development Boards and Workforce Solutions Offices to assist with identifying eligible participants

TWC’s Office of Employer Initiative Outreach & Project Development Team provides assistance with the Self-Sufficiency Fund projects by:

  • Assistance with the development of a quality proposal
  • Conduct preliminary reviews of draft proposals prior to submission
  • Provide technical assistance and guidance throughout the application process

Authority & Funding

The Self Sufficiency program is administered by the Texas Workforce Commission, in partnership with public community and technical colleges, a higher education extension service, and community-based organizations, and is governed by the following rules and regulations:
